Signs of the Times

A couple of signs seen on my mini-road trip.

This one was seen at a restaurant.  Is the beef cooked in a colossal pit?

And what is "leash-curb?"

I didn't realize it at the time, but after seeing the sign again, I'm pretty sure that dog is a Setter.  I'd guess a Gordon Setter, since it's black.
